Personal and place names from Buckland, the Marish, and Bree were
manifestly intended to be 'Celtic'-sounding; not necessarily in actual
Celtic languages, but with a sound that an English-speaker might think of
as Celtic. This is indicated in Appendix F II (On Translation) to _The
Lord of the Rings_.
Of the names in the family tree "Brandybuck of Buckland", only a few
have a genuine Welsh etymology: Gorhendad "Grandfather" for instance, and
Madoc = Welsh Madawg. Some others are derived from Arthurian legend:
Sadoc, Dodinas, Dinodas (from Dinadan?). Gorbadoc is possibly an
alteration of Gorboduc, a name from Geoffrey of Monmouth. Orgulas is
probably not Celtic at all, but French: orgueilleux (or its Old French
equivalent) "proud", used as an epithet for knights in French Arthurian
romances. Other names may simply be inventions on similar patterns.

The way Tolkien tells the story, the Brandybucks with their Celtic-style
names were of Stoorish origin, and the Stoors had spent a long time in
Dunland, or a nearby region, before migrating to the eastern Shire. The
Dunlendings, and their relations who had formerly inhabited much of
Eriador, are associated with 'Celtic' names (like Bree = Bryn, Combe = Cwm,
Archet = Argoed). So the nomenclature of the Hobbits has both an "English"
or even "Germanic" component, supposedly coming from the Men who inhabited
the Anduin valley; and a Celtic component coming from Dunland. This
appears mostly in the names of the Brandybucks.
These were originally much more Celtic in appearance, e.g. Gorhendad
(Welsh for Grandfather), Ceredic, Caradoc, Madoc (= Ceredig, Caradawg,
Madawg) with a few names from the French Arthurian legend tossed in for
good measure: Sagramor, Dodinas, Lamorac, Bercilac (the last from Sir
Gawain and the Green Knight, with slight alterations). But in the last
revision Tolkien stepped back a bit, and made these names more fanciful and
so was able to represent all of them (except Meriadoc) as being from the
name-hoards of the Stoors. So Caradoc became Saradoc, Ceredic became
Seredic, Lamorac became Merimac, Bercilac became Berilac.
